I wouldn't ever consider books or comics as cannon unless they we're written directly by joss. But I'd expect at some point there would be some sort of book exploring the Spike/Cecily backstory.... 'These our Actors' did to some extent but not enought imo

well, I think there are some books that are considered part of Buffy canon, but I'm not absolutely certain on that. All I know is that Lucy Hanover is a slayer from Virginia who apparently became part of canon, at least as far as all the novels are concerned. She makes a few appearances as a ghost in different books, all by different authors, but always doing the same sorts of things, and acting in the same manner. I think she might be from Tales of the slayer. And, according to Wikipedia, the Tales of the slayer comics and books do count...though they seem to have some of the dates on their timeline a little wrong.
As for Cecily and Halfrek, I think we'll always have to deal with the fanon version of things. I liked how that played a role in the fic "Necessary Evils" by Barb C. It was very cute.

Lucy Hanover actually came from the Buffy pilot. When it was aired in America there was an introduction including two stories about two slayers, I've never heard or seen this but it does contain information about Lucy

I didn't know that! I've never seen that either, though I've seen the unaired pilot...is that what it was one? At any rate, I still stick by my opinion that the tales of the slayers can be considered canon.

that is the unaired pilot but its not what I was talking about. The Lucy Hanover thing was done as a voice over right before welcome to the hellmouth was aired. It was only shown that once but I have the transcript for it somewhere.......

Yes i have seen the Lucy Hanover thing. She jumps out of a wooden building away from a vampire.
So the topic, i am just going by the Crimean war thing. Which for me means that Cecily will have been Halfrek at the time. Not sure what she was doing there but she may have been summoned to help some children when Spike caught a glimpse of her

I hope these two are the same person. It would definitely be more interesting if they were. At first I didn't get that Halfrek was the same actress that played Cecily. I didn't recognise Halfrek at first. When Halfrek addressed Spike as William, I thought William had summoned her back in the day and used her to get revenge on Cecily. But after I found out that both characters were played by the same person, it made sense that these two characters are one and the same.

It has been confirmed that they are, I'm pretty sure. It wasn't planned at first but I think they retconned it. In any respect. In any respect it's been said that Joss, Kali Rocha (who plays her) and Drew Goddard that they are the same person.

Yeah, I'm fairly certain that Joss confirmed they are the same character.
And for what it's worth, I consider Tales of the Slayer canon, thanks to Joss and co's input.
