I think in a lot of ways the point was that the government just didn't get the whole thing with demons and vampires. Part of the reason they came up with the chip idea was because it was treating vampires like they needed a cure. Like drug addiction or an illness. Also being government there always on the lookout for some sort of supersoldier (ala Adam) and in the right situation vampires would be impressive for that. Angel had even been recruited for that during the second world war after all.

They wanted to find a way to use the demons for their own purposes, I think the ones higher up understood the dangers. And like many government agencies, had the arrogance to believe they were smarter, stronger, better and able to control it. I don't think they were trying to cure the vampires, they were trying to control them. So no... they had the wrong idea Riley's new team of demon hunters in season 6 where they just kill them - they have the right idea, and thanks to Buffy Riley also knows not ALL demons are evil.

I think it might have started out more pure of heart - eradicate a problem at hand. But then they research and analyse the situation, and realise that they could turn the situation to their advantage.

any government would exploit a new power if they came across it, i think the initiative was set up especially to harness the powers from the demons
