I didn't see the Operative as evil. He was just willing to do whatever was necessary to achieve his perfect world. He had strong beliefs that nothing else was that important. He did evil things, but I don't think he is evil.

When one does evil things, that makes them evil... IMO. Also, he admitted he was a bad evil man. When I see it this weekend (hopefully) I'll tell ya the exact quote.

Not necessarily. Willow did evil things, but she wasn't evil. Anya did evil things but she wasn't really evil. But the operative definately wasn't a good guy.
